Dr. İsmail Musab Gülaçar

Deputy Director General, Directorate General for Industry, MINISTRY OF INDUSTRY AND TECHNOLOGY

Dr. İsmail Musab GÜLAÇAR completed his undergraduate studies in Molecular Biology and Genetics at Boğaziçi University. He began his academic career in 2014 as a Research Assistant at Yüzüncü Yıl University, Faculty of Medicine, Department of Medical Biology, where he also completed his master’s degree. He subsequently earned his Ph.D. at Istanbul University, Istanbul Faculty of Medicine (Çapa), Department of Medical Genetics, conducting research that highlighted the significance of Whole Genome Sequencing in the diagnosis of rare genetic diseases.
In 2016, he co-founded a pioneering biotechnology and genetics R&D initiative within a technopark—recognized as the first and only venture of its kind in the region—through which he developed diagnostic kits for genetic diseases with support from KOSGEB and TÜBİTAK. His academic and public service roles have spanned Yüzüncü Yıl University Faculty of Medicine, Istanbul University Faculty of Medicine, the Turkish Health Institutes Presidency (TÜSEB), and the Boğaziçi University Institute of Data Science and Artificial Intelligence.

Dr. GÜLAÇAR was appointed Deputy Director General of the Directorate General of Industry at the Ministry of Industry and Technology by Presidential Decree No. 2024/140 on 24 May 2024.

He has contributed as both researcher and principal investigator to numerous national and international scientific projects and has authored publications in peer-reviewed international journals. He has served on the boards of several civil society organizations, including the Boğaziçi University Alumni Association, the Boğaziçi University Foundation, and the Boğaziçi University Development Foundation. He is also the founder of the Marufiye Education, Culture and Solidarity Foundation.

Dr. GÜLAÇAR is proficient in English and is married with two children.

His portfolio within the Deputy Directorate General encompasses the Department of Machinery and Electronics Industry, the Department of Authorization and Certification, and the Department of Chemical, Health, Textile and Wood Products Industry.
